Ismel and I were talking in game and he came up with the idea to make a spreadsheet for this. We gave everything a value, in my spreadsheet 1ac=5pts, 1hp=1pt, 1hSta=15pts, 1hAgi=10pts. hAgi only effects you every 25 you have, so these numbers aren't perfect, and the hSta value is NOT linear, it goes up the more you have, so this isn't perfect either. But its a rough value of most of the available AC augs. I decided not to bother doing the math for pure hp augs because thats pretty obvious. There isnt a single hp aug in the game that has enough to break the top 19. (Bayles Heraldic in Secondary, BiC in primary as it is the only AC aug that fits in primary that I know of.)
Also I only included the very best LL augs because everyone should be able to get the very best one now, and the different levels of the same one are in the same lore group.

Notice how the highest hp aug in the game (Frost Etched Ruby of Vitality) is only worth 210 (for its 210hps) and the 2nd highest (Glass Orb of Consonance) is only worth 275 (15ac and 200hp.) The Glass Orb would barely break the top 18, and the Frost Etched Ruby is around 40th. If at all possible you want to be wearing the top 19 augs available to you. I didn't include the Glass Orb because honestly, you or I are never going to get the thing. Even if you set ac to 3 Gem of the Eleventh Defender (9th ranked aug) is worth 240 and Crystal Dragon Scale (19th ranked aug) is worth 215. Both of which are better scores than the Frost Etched Ruby.
